INTRODUCTION
The Kidwai Memorial Institute of Oncology was established on 16th June 1973. It is located in a campus of 26 acres of land on Hosur Road (Dr.M.H.Marigowda Road) Bangalore. The institute was converted in to an autonomous body by the govt. of Karnataka on 8th January 1980 with the purpose of achieving its speedy development. The Kidwai Memorial Institute of Oncology is one of the 10 regional Cancer centre in the country. It is comprehensive centre for Cancer research and treatment and also a teaching institution affiliated to Rajeev Gandhi Institute of Health Science of Karnataka, Bangalore. In view of the speciality and expertise available for both diagnosis and treatment of cancer patients attend this institution from all over Karnataka and adjoining areas of Neighbouring states of Tamilnadu, Andra Pradesh, Maharashtra and others.
All polices decisions of the institute are ley down by the Governing council which is headed by Honourable Minister for Medical Education and the Director of Kidwai Memorial Institute of Oncology as its Member-Secretary in addition to various senior administrators/bureaucrats, eminate scientist and philanthropist as its members. The Director of the Institute is Head of the Administration. He is assist by Medical Superintendent, Chief Administrative Officer, Financial Advisor, and Resident Medical Officer & Heads of the Departments/Units. The Govt. of Karnataka provides major financial supports to the institute in addition to a token Grants and support from the Govt. of India and public sector Organisations, voluntary service Organisations and people respectively.
Kidwai Memorial institute of Oncology Bangalore is a regional Cancer centre and Training Institute. Is a recognise excuse tertiary Cancer Care centre come academic & Research Institute delivery Modern Health Care by Groups of Trained professionals and Para-Professionals coming together as inter disciplinary teams and has facilities for advanced medical investigations and treatments. This institute was accorded regional Cancer Centre status on 1st November 1980 by Govt. of India & is a member of UICC and recognise by WHO. The Indian Council of Medical Research has recognised this Referral Institute as a research Organization. Govt of India recognised Kidwai Institute and given a status of “State Cancer Institute”. The Institute is a compressive Cancer Centre provides treatment for more than 20,000 new patients every year with a follow up of more than 3.5 Lakhs patients every Annum. 90% of them are below Poverty Line. We treats every about 1,200 to1,500 Patients.
The Institute has bed Strength of 650 & in addition to a Dharmashala which accommodates about 500 patients & 1000 attendants. They will be provided with breakfast, Lunch & Dinner at free of Cost & treatment in case of Emergency. The bed Strength of the Hospital will be increased by 350 in another 3 months.
1. Scope
The Office of the Establishment is the managerial hub of all the employees employed in this Institute and is responsible for laying down the policies and procedures for the process pertaining to the Human Resources under Administration concerning manpower planning, recruitment, selection, placement, transfer, promotion, training and development, attrition, resignation, remuneration, etc.

DUTIES AND RESPONSIBILITYS OF DIRECTOR
The Director has
1. To set up the high standard of professional conduct
2. To plan and administer rules and regulations to maintain efficient services
3. To implement recommendations and regulations that are issued from time to time by the Medical Council of India, Secretary to Government, Medical Education, Director of Medical Education and other regulatory bodies
4. To interpret such rules and regulations to the subordinate teaching and non-Teaching staff
5. To visit regularly to various Departments and maintenance of strict discipline
6. To supervise regularly all the academic and administrative aspects
7. To Procure equipment’s to various Departments within the delegation of powers and submitting the list of required equipment to· the DME and the Government
8. To give necessary reports to higher authorities
9. To co-ordinate with Medical Superintendent for solving any problems
10. To promote hormonal and cordial relation between all categories of staff
11. To investigate all complaints and to maintaining of those records
12. To give attention to the complaints and welfare of medical students
13. To arrange for counseling and guidance for individual staff members
14. To conduct regular staff meeting for solving individual and group problems
15. To arrange for submission of Confidential Reports of sub-ordinate staff
16. To coordinate academic activities like exam, curriculum with the Universities affiliation work with Rajiv Gandhi University of Health Sciences, Medical Council of India and Government
17. To implement National Health Programs
18. To be responsible for effective utility of money allotted by Government under various heads.
19. To supervise and maintenance of building in co-ordination with PWD staff
20. To formulate short-term and-long-term plans for growth and development of the Institute.

22. To take such measures as may be necessary for the control and prevention of Cancerous disease among the people.
23. To achieve the comprehensive and speedy development of the Institute in to and advanced center for cancer relief, research and
24. To take over and manage the Kidwai Memorial Institute of Oncology, Bangalore and any other Institute with similar objects;
25. To plan and develop the Institute into an advanced center for the comprehensive care of the cancer patients, research into the causation of cancerous disease and training of medical and Para-medical personnel;
26. To provide for-total and comprehensive care of cancer patients
27. To organize, establish, and maintain hospitals, model rehabilitation centers, welfare homes, convalescent homes and terminal care hospitals or homes;
28. To organize and establish cancer detection centers and cancer detection camps
29. To organize cancer screening programmes for the detection of early cancers the vulnerable groups of the population.
30. To promote collaborative efforts between the institute and all health care origination and institutions, all voluntary social and service organizations and institutions engages in the care of the cancer patients.
31. To encourage collaborative efforts between the Ayurvedic, Unani, Siddha and Allopathic systems of medicine in the ultimate interest of cancer patients;
32. To offer consultative histopathological, cytopathological and cytogenetic services to other hospitals, nursing homes, general practitioners and other peripheral health care units;
33. To support, organize and encourage clinical and basic research program relating to diagnosis and treatment of cancerous disease;
34. To organize teaching and training of medical undergraduates and postgraduates in the science of diagnosis, treatment, rehabilitation and research in Oncology with stress on the prevention of cancerous disease in the community.
35. to undertake Scientific Research in the area of medical research pertaining to cancer
36. To establish, operate, promote, run, maintain, manage institutions engaged in advancement of research pertaining to cancer.
37. To provide research facilities for carrying out basic and applied research in the concerned system and disciplines, such as cytogenetic, molecular biology, radio biology, cancer epidemiology and other allied branches.
38. To conduct experiments and to undertake and carry on research, experiments and tests related to the concerned research disciplines such as Oncologic Pathology, Medical Oncology, Surgical Oncology and Radiation Oncology
39. To establish, provide, maintain and conduct or assist research laboratories and experimental institutions for scientific research.
40. To give advance publish and/or otherwise promote utilization of research results in the field of Ontological Practice.
41. To promote, develop and improve scientific exchange of knowledge and as well as technical co-operation between similar research Institutions.
42. To conduct conferences, refresher courses, lectures, seminars, demonstrations and exhibitions relating to the research done and results obtained.
43. To make available to other techniques and materials development as a result of research
44. To provide for undergraduate and postgraduate teaching and to prescribe course and curriculum in all branches of Oncology
45. To maintain books, journals and other literature in cancerous disease
46. To support, organize and encourage scientific meetings, seminars, symposia and workshops;
47. To Institute prizes, awards, scholarships, travel grants, research grants · and stipends in the furtherance of the objects of the Institute;
48. To provide for publication of journals, research papers, public educational leaflets, brochures, handbooks and text books on various aspects of cancerous disease;
49. To organize and establish Hospital Cancer Registry.
50. To organize and establish a population Based Cancer Registry, namely, Bangalore Cancer Registry.
51. To educate the public on all aspects relating to the causation, control and prevention of cancer.
52. to organize and/or to promote exhibitions on cancer control and prevention measures with a view to carry awareness of cancer to the people, both urban and rural;
53. to invite representatives of Governments, Universities, other organizations of Indian and foreign countries to fulfill the objects
54. To develop fruitful inter- relationship with institutions and agencies within India
55. to initiate and develop lines of communications of personnel, material and data among National and International Institutions and agencies;
56. to develop co-operative efforts with International Institutions or agencies engaged in cancer control and prevention and establish lines of communication for· interchange of expertise, personnel, material and data;
57. to create administrative, technical, ministerial and· other posts in the Institute and to make appointments thereto in accordance with the Rules and Regulations governing the Institute;
58. to appoint and hire services or to discharge/terminate the services of the personnel and to pay them salaries, wages, gratuities, provident fund and other allowances. Or remunerations in accordance with the Rules and Regulations of the Institute". And Bye-Laws of the Institute framed by the Governing Council from time to time.
59. To accept grants of money, securities and properties of any kind on such terms as may be expedient;
60. To invest and deal with funds and money of the Institute;
61. Funds received by the Institute for research work and not needed or immediate research work, shall be deposited _by the Institute only in the Nationalized Banks or Government Securities. Investment of research funds in shares and company deposits is not permitted. · Any other form of investment shall be made with specific approval from the Ministry of Scientific and Industrial Research (DSIR},
62. To raise from Banks or any other financier or public or private undertakings Loan and advances with or without securities including pledge and hypothecation of the properties and assets of the Institute, subject to the prior approval of the Government of Karnataka. ·
63. to issue appeals and apply for money and funds in the furtherance of the objects of the Institute and to raise or collect funds by gifts, donations, subscriptions or otherwise of cash and securities and any property either movable or immovable and to grant such rights and privileges to the donors, subscribers and other benefactors as the Institute may consider fit and proper;
64. To acquire and hold by gift, purchase, exchange, lease, hire or otherwise whosever for the property movable or immovable which may necessary or convenient for the purpose of the Institute and to build, construct, improve alter, demolish and repair such building, works and constructions as may be necessary for carrying out the objects of the institute;
65. To sell, mortgage, lease, exchange, and otherwise transfer or dispose of all or any property, moveable or immoveable of the institute for the furtheranc3e of its objects or any of them subject to the prior approval of the Government of Karnataka.
66. To accept and undertake the management of any endowment or trust fund or donation to further the objectives of the Institute.
67. To do all such other lawful acts and things either alone or in conjunction with other organizations or persons as the institute may consider necessary incidental or conducive to the above mentioned objectives or any of them.

PATIENT CARE
1. He will do ward rounds along with Resident Medical Officer once a day and take necessary steps to improve patient care services
2. The Medical Superintendent shall be assisted by the Resident Medical Officer in maintaining the day to day patient care services and cleanliness of the hospital on round-the-clock service.
NURSING CARE
1. Medical Superintendent shall be assisted by the Nursing Superintendent Gr-I and Is.
2. The Nursing Superintendent Gr-I shall be assisted with a team of Nursing Superintendent Gr-II with the following duties;

3. He shall entitle to permit purchase whether Medical or Non-medical to the time of Rs. 1,000/-in each case.

CHIEF ADMINISTRATIVE OFFICER
GENERAL
1. He/She will assist the Head of the Institution in all administrative and financial matter.
2. He/She will attend the matters relating to the Governing Council and its subcommittees
3. He/She will attend to all matters relating to recruitment and filling up of vacancies in the Institute. He may submit the papers direct to the Director. He may also supervise verification of the cash.
4. He/She will be in entire charge of ministerial establishment including class-IV employees attached to the office and kitchen and responsible for proper working of the nontechnical branch of the administration.
5. He/She will be solely responsible for proper accounting and the maintenance of registers relating to diet accounts. He is also responsible for preparation of indents of diets, placing indent on the contractor’s proper drawl or articles and proper and correct distribution. He will be incomplete control of kitchen section of the hospital.
6. He/She is disbursing officer and draws AC bills, DC bills of the Office establishment and pay bill of establishment, ministerial, nursing and group D officials

11. To act as Drawing and Disbursing Officer of the Institute
12. To attest entries in the Office Cash Book daily
13. To submit monthly expenditure statement to the Director on or before 10th of the following month and the quarterly statements to the Government
